    SCIA&SCIAHK Dual Qualification Tribunal Secretary Training Program held in Hong Kong and Shenzhen

    During 9 to 12 November 2023, the four-day training sessions of the Dual Qualification Tribunal Secretary Training Program co-organized by Shenzhen Court of International Arbitration (SCIA) and South China International Arbitration Center (Hong Kong) (SCIAHK) were held in Hong Kong and Shenzhen. The program was supported by the Department of Justice of the Hong Kong SAR Government, the Hong Kong Bar Association, and the Law Society of Hong Kong and attracted 30 legal professionals from Hong Kong and Chinese Mainland to attend.

    Shenzhen Sessions

    During the training sessions at SCIAHK’s premises (Two IFC, Central, Hong Kong), Dr. Anthony Neoh, Chairman of the Board of SCIAHK, Huen Wong, Executive Chairman of SCIAHK, Barbara Wong, Barrister, Li Xiongfeng, Deputy Secretary General of SCIAHK introduced to all attendees the institution of international arbitration, the similarities and differences of arbitration conducted in Hong Kong and Chinese Mainland, the role and duties of tribunal secretary to international arbitration, and an overview of SCIAHK arbitration rules. During the sessions of SCIA (SCIA Tower, Qianhai, Shenzhen), Fan Qijuan, Deputy General Counsel, Zhou Chunling, Director of the Fourth Department of Case Management, among other legal counsels of case management departments, addressed speeches themed with SCIA arbitration rules, duties of SCIA tribunal secretary, service under Article 6 of SCIA Arbitration Rule, formation of arbitral tribunal, and scrutiny of SCIA draft award. Dr. Liu Xiaochun, President of SCIA, delivered a closing remark.

    This bilingual training program emphasizes both aspects of common law in Hong Kong and civil law in Mainland that attract participants of barristers, solicitors, government counsels, and legal professionals from the universities, corporates and peer arbitral institutions. Attendees who pass the qualification exams will be given a certificate of dual qualified tribunal secretary by SCIA and SCIAHK to explore opportunities of administering arbitral proceedings in both institutions.
