    SCIA Delegation Visits the International Court of Justice

    On 2 June, 2023, Dr. Liu Xiaochun, President of the Shenzhen Court of International Arbitration (hereinafter the “SCIA”) & Executive Chairman of the South China International Arbitration Center (Hong Kong) (hereinafter the “SCIAHK”), led a delegation to visit the International Court of Justice (hereinafter the “ICJ”). 

    Judge Xue Hanqin, Vice President of the ICJ from February 2018 to February 2021, met with the SCIA delegation at the Peace Palace in The Hague, the seat of the ICJ and the Permanent Court of Arbitration. Judge Xue Hanqin introduced the background of establishment, main functions, operating mechanism and latest development of the ICJ, and conducted in-depth exchanges with the delegation.

    As one of the principal organs of the United Nations, the ICJ is the only international court with general jurisdiction, responsible for the settlement of legal disputes between nations in accordance with international law. The ICJ is the successor to the Permanent Court of International Justice (hereinafter the “PCIJ”) established by the League of Nations in 1922. Between 1922 and 1940, the PCIJ accepted about 60 cases and was dissolved after the World War II. In 1946, the ICJ was established in accordance with the Statute of the International Court of Justice by the Charter of the United Nations. It inherited the statute, jurisprudence and traditions of the PCIJ. The ICJ is composed of 15 judges of different nationalities, who are “persons of high moral character, qualified to hold the highest judicial office in their respective countries, or recognized authoritative jurists of international law”. The judges are elected to nine-year terms of office by the United Nations General Assembly and the Security Council, re-elected by one-third every three years. Judges are eligible for re-election. 

    Judge Xue Hanqin was first elected as a judge of the ICJ in June 2010, re-elected in February 2012 and again in February 2021. She is the first Chinese female judge of the ICJ and the first female Vice President of the ICJ (from February 2018 to February 2021). Prior to working at the ICJ, she was a member and President of the International Law Commission.
